As someone else pointed out: people care about damage die, and while its only 1 more damage on average, that actually adds up to a significant discrepancy over the course of a fight or campaign. I also don't understand why you are undermining the weapon by saying its "barely better than a longbow". There is no reason why a Rogue or Whisper's bard couldn't or wouldn't use a Heavy Crossbow, or any other Cleric subclass with Divine Strike. Is there a particular reason you are discounting racial proficiencies via Tashas? or Multiclassing for Proficiency? Or Feats? Why are you assuming no synergy at all? This was certainly more the case prior to Tasha's but any class can get a specific Weapon proficiency since Tashas. This is an extremely situational weapon, but it's nice to know that it's not completely useless. Out of all classes, only Battlesmith Artificers, War Clerics, and Beast Master Rangers can use a heavy crossbow to full effect.
